Study on the Alternative Official Poverty Threshold for the National Basic Livelihood Security Program: Focusing on the Harmony of Minimum Guarantee and Relativeness

Abstract
Instead of the official poverty threshold in use, an alternative threshold has become a policy issue in two respects. First, needs for the adequate rationale for the new benefit systems of National Basic Livelihhod Security Program. After the enforcement of new act in July 2015, official poverty threshold in use must be inevitably changed. Second, there is a widespread recognition among peoples that the official poverty threshold which is based on absolute poverty concept should be converted into relative one. Such recognition has been continuously growing during the past few years, and finally arrived at a consensus of converting the official poverty threshold into the relative poverty concept. This study aims to propose alternative official poverty threshold which not only directly reflect the level of minimum standard of living, but also rest on relative poverty concept. Suggested poverty threshold in this study tries to sort basic consume bundle and extra consume bundle which are essntial to meet the basic needs and to be based on the real expenditure level of both bundles. Through these steps, proposed poverty threshold can retain both the principle of minimum guarantee and the concept of relativeness.
